Delilah Keen was one of the founders of Gardenview Educational Center and Museum, with the other being her partner, Arthur Walton. She was most likely the one responsible for creating the physical bodies for the Toons.
Appearance
Delilah has below waist length, ash brown hair with streaks, two sidelocks framing her face, low bangs and pale ivory skin. She is seen wearing a pair of dulled rainbow-themed pants and a white lab coat with light pink from lighting, both with black (presumably Ichor) stains on the cuffs and sleeve. She also appears to be wearing baby blue rubber gloves. Her smile is large and somewhat eerie in comparison to any of the other characters, whether human or Toon.
Role
It seemed that Delilah's job was responsible for the creation of Toons; Ichor stains her clothes, and her equipment is that of a stereotypical scientist. By the notes scattered behind, it could also be assumed she had a passionate attitude in her work as Arthur doted on her a lot and was likely a workaholic too due to her dependency on coffee (there's even a coffee stain on one of the notes). Unlike Walton, she seemed to hold less ideals than him, coming off as tunnel-visioned, realist-minded and even greedy, brushing off his worries for a potential serious accident or that the Holiday Toons would be completely fine in solitude until their holidays hit again just to save on resources, without considering the psychological impact it would cause on their mental states (implying that she cared more about funding Gardenview and earning money than getting therapy or psychological help for the Toons).

"That behavior is natural to them, don't worry about it. Christmas is gone, we don't need them interacting with the public during off season
that's a waste of resources.
They'll be right and in working shape when the holiday comes back. Until then, they'll want to be alone
naturally isolating.

- Many of the lore papers have typos on them due to bad grammar.
- Delilah appears to be tainted in Ichor on her portrait, likely hinting at her involvement with the substance behind the scenes.
- It is heavily implied that Delilah is the one bringing the Toons to life via unknown means. It is also implied that she may be the one responsible for laying the foundations for the Ichor Operation.
- Delilah has a tendency to not treat her creations with the best of care. She suggested that the Holiday Toons be better off in isolation far from the public, believing this is a positive thing, as she sees no use for them until it's the holidays. Bassie is viewed as a less favorable Main Character compared to Cocoa due to Mains allegedly needing to possess independence for the role. Dyle was repeatedly told no when he kept asking if he could get a role or part in the show.
- Arthur and Delilah follow a semi-common trend in mascot horror games, where a duo of business partners form a company that brings fictional characters to life. One founder makes the characters, and the other performs experiments to defictionalize them and turn them into real beings, only for a major disaster to force these companies to meet their end.
