Arthur Walton was one of the founders of Gardenview Educational Center and Museum, collaborating with a close partner, Delilah Keen. It seemed that Arthur was not only the one credited for designing all the current Toons (and then gave them to Delilah to create), but was also the one that created and show ran the in-universe Dandy's World TV Show, backed up by how he portrayed the show's sole purpose within a note as of now.
Appearance
Arthur appears with short brown hair with a curled fringe over his right eye and dark brown skin. He wears a pair of dull-colored jeans, a bright rainbow-themed waist coat over a shirt with the sleeves rolled up. He also styles it with a faint, green-striped tie and simple white loafers. He appears to be slightly older in age as he has grey streaks and wrinkles and like all human staff, has his eyes hidden.

Delilah, we need to talk. I know you’ve kept reassuring me that what had happened wasn’t due to anything you had done. Yet I feel as if we still need to talk about this, you had to have known this could happen to him. You had to have known that this was even a possibility. If you did, why didn’t you tell anyone? Why didn’t you tell me? Something like this doesn’t just happen.

That behavior is natural to them, don't worry about it.
Christmas is gone, we don't need them interacting with the public during off season that's a waste of resources.
They'll be right and in working shape when the holiday comes back. Until then, they'll want to be alone.

After evaluations, it's clear she's too reliant on fellowship of Toons she is close with. She is dependent not independent.

Trivia
- Many of the lore papers have typos on them due to bad grammar.
- The ink blot over Astro's head on the Arthur's description of the show paper may have been intentionally placed. This can be inferred by the smudge on it. The rest of the ichor on the page is likely due to a leaky pipe and is not smudged.
- According to the 31 December 2024 QnA stream titled, "Happy New Years! (Small Stream, QNA)", Arthur would have worn reading glasses and would need to squint his eyes in order to read a newspaper.
- Coincidentally, his vest and tie colors have a strong resemblance to the body and petal colorations of
Dandy. - It is implied that he is the one making and filming the show, along with running Gardenview.
- Unlike Delilah, its theorized that Arthur takes care of the Toons alongside the Toon Handlers with great care when they are in his hands, seeing that they were his ideas to begin with. One example of this is him suggesting
Bobette could make twice the presents, but not forcing her to, simply because he was excited and proud of her, strongly believing her to be talented, but understanding that if she can't, she doesn't have to. However, many have mistook this as forceful behavior anyway. - Arthur and Delilah follow a semi-common trend in mascot horror games, where a duo of business partners form a company that brings fictional characters to life. One founder makes the characters, and the other performs experiments to defictionalize them and turn them into real beings, only for a major disaster to force these companies to meet their end.
